Don't know your thoughts regarding more regulation to stimulate usage. However, I would suggest the better usage stimulation is by providing beneficial value to consumers and receivers-merchants for taking the TIPS payments. Is it lower cost, more convenient, do they receive something in return for using? Brand loyalty programs before points for consumption/discounts for usage and providing these users and the acceptors with some tangible benefit of data. Visa/MC adoption took a serious marketing effort to create adoption. Just releasing technology vs. a full court press marketing effort to stimulation adoption will be more effective.
