The right to have bank account must be written into law. If a commercial bank refuses a citizen a bank account then an alternative banking capability must be available to them provided, perhaps as a community banking service.

So what happens when the electricity goes off? Due to hacking, war or natural disasters? How do you pay for things when you have no digital access due to lack of network signal or physical network access? Or you are physically disadvantaged or visually impaired? Those reasons apart citizens do not want a 'programmable' CBDC because they do not want to hand over control of their spending for Government to override or impose upon them.

We, the citizens of the United Kingdom, do NOT want a 'programmable' CBDC. We are fine with a CBDC biut NOT one that is programmable as it removes all our civil libverties.

The fight against programmable CBDC is not really about whether inyterest is paid or not. It's about the Government facilitating themselves with the ability to control citizens finances; what they spend thei money on, when they spend it, where they spend it, if they can spend it, and even taxing their spending. It gives Government full power to de-bank a citizen as well.

Sad. Legislation is ncessary to prevent expoltation of the weakest in society who are also the less well off financially.
