Given that it didn't find the 30M, how is / was this company allowed to call itself a bank without having a banking license?

Email is a protocol. Nobody has made money off of it.
AWS, OTT, Rideshare, et al are not protocol but platforms that are meant to make money for their shareholders.
What runs on AWS does not run on Azure or GCP. I need to book a Uber on Uber app, and Ola on a different Ola app. Netflix, Prime Video, and Disney+ have their dedicated content.
While consumers want interoperability, many platform business models will collapse if they support interoperability.
We see an egregious example of this in UPI. Interoperability lies at the core of India's A2A RTP. But, due to the (lack of) revenue model in UPI, every frontend UPI app wants to ringfence its users in order to boost its vanity metrics, and has therefore given a short shrift to interoperability in actual practice.
I suspect dApps are closer to platforms than protocols. Barring a few exceptions like storage protocol Storj et al, interoperability is unlikely to happen in Blockchain.

A crook tenancy applicant who supplied fake proof of income documentation before is now going to let a third party access her bank account and get caught red handed? How realistic is that?
It's more likely that she will not apply to become tenant in the first place and shift her fraudulent activity to some other industry that does not access bank account.
Net net, IMO Open Banking will reduce fraud - but only by reducing renting volumes.

Prospective Receivables Financing pioneered by Greensill is easily the most innovative model in SME financing that I can think of.
Unfo, Silicon Valley "Fake It Till You Make It" ethos doesn't seem to go that far in Wall St.

LOL I like that "triples all round!".
Indeed, compared to MBS, CDO, CDO2, etc., Bitcoin seems almost as safe as a Fixed Deposit!!
If there's one thing that's even more volatile - albeit lot less lucrative - than Bitcoin's price, it must be Jamie Dimon's take on crypto!!!

Never thought I'll see the day when banks will offer to help fintechs to connect with other fintechs!

Sorry, nice try, but TALC doesn't work like that.
By definition, Innovator and Early Adopter together constitute 15% of TAM. Assuming that the entire population of USA (330M) is TAM, Innovators + Early Adopters is 330M*0.15 = 50M. With 80M users, Open Finance in USA went past Early Adopters long ago.
Therefore, the success of Screen Scraping does not reflect Early Adopter behavior.

LOL the same customers who hand over their online banking usernames and passwords to third parties worry about security risks posed by screen scraping?
Seriously??
